According to the Encyclopedia Americana, commercial television broadcasting began on July 1, 1941. During World War II television was mainly used for "civil defense and air-raid warden training, Red Cross instruction, and War bond sales." The Encyclopedia notes that "by 1948 there were 36 television stations on the air, about 70 under construction, and about 1 million sets in use."
